RE: The tariff classification of granulated straw from Germany; pulp; cellulose; absorbent.

Dear Mr. Charles:

In your letter dated September 22, 1995, you requested a tariff classification ruling.

A sample was submitted and will be retained for reference. It is a brown, dry, fibrous material which looks like an irregular blend of coarse powder and small flakes. It is said to consist of natural straw which has been subjected to a six-stage granulation process during which nothing else has been added. The granulated straw is intended to be used as a "liquid absorbent."

The applicable subheading for the granulated straw will be 4706.91.0000, Harmonized Tariff Schedule of the United States (HTS), which provides for mechanical pulps of other (non-enumerated) fibrous cellulosic material. The rate of duty will be free.

This ruling is being issued under the provisions of Section 177 of the Customs Regulations (19 C.F.R. 177).
